NAME:: Help -- Print a list of the supported ARexx commands.

FUNCTION:: Prints a list of the supported ARexx comands to a console window or saves it to a file.

FILE - optional, file to save the list to
RETURNS::
NOTES:: If the output file can't be written to, a console window will be opened.
