⬆️ Bump jsonwebtoken and firebase-tools

Removes [jsonwebtoken](https://github.com/auth0/node-jsonwebtoken). It's no longer used after updating ancestor dependency [firebase-tools](https://github.com/firebase/firebase-tools). These dependencies need to be updated together.


Removes `jsonwebtoken`

Updates `firebase-tools` from 9.23.3 to 11.21.0
