Explorer: Community Contract Pages

Problem

Ecosystem teams want to give visibility to their program on the explorer to gain adoption.
The explorer also wants to encourage innovation and reduce friction between seeing a program on the explorer and engaging with it (perhaps on another site).

However the explorer team does not have bandwidth to manually review appropriate changes to the explorer, and we want to be impartial when it comes to promoting community programs.

Proposed Solution

Create an SPL program to allow program authority (or frozen program deployer) to upload information about a program that can be shown on the Solana Explorer.

Such information may include:

• Program maintainer email address
• Github repository
• Program maintainer(s) wallet address (for tips, inquiries, etc)
• Relevant website for more information

Perhaps more fields if necessary.
