Super User. From the organization view, if you try to promote a user, you get "Still haven't found what you're looking for"

Summary

As a superadmin, we should be able to promote a user to admin in the organization view.

Why?

Current functionality is broken.

Sign in as [email protected], Choose Organizations | All organizations
Click on View for Pawnee Diaper Bank
Beside [email protected], click Actions, then "Promote to Admin". Click "Ok" in the resultant pop-up.
We get "Still haven't found what you're looking for."
We should get something indicating that the user was promoted (they weren't)

How are we going to fix it:

Change the "Promote to Admin" to "Edit User", which will send them to the user edit (the screen you get to by clicking Users All Users, then "Edit" beside the user you want to change.
