Upload newest version to hackage #78

There are changes which I depend on in the github version. Is it possible to upload the current version to hackage?

Hi @GregorySchwartz , I'm not actively maintaining this library. master is definitely not ready to be published as it has drifted from the previous version quite a bit. If you need some bugs fixed I suggest you branch from 0.3.1 ; I'll be happy to merge and publish any patches.

But it's such a good library! I made a branch from 0.3.1 (release) in https://github.com/GregorySchwartz/sparse-linear-algebra/tree/new-0.3.1 which contains the features I needed based on the merging of #75. Not sure how to proceed from there.
