Mailbox quotas should be allowed to add up to more than the domain quota. If I have a client domain that I have allocated a 5GB quota to, that quota should be for the actual storage used, not the allowed storage for each mailbox added together. If the client allows up to 1GB per mailbox, they will be limited to 5 mailboxes, even if the mailboxes are using no space.
Motivation
The current usage of the term quota isn't consistent between domains and mailboxes. It should apply to the total storage used, not be a pool that can be divided among mailboxes.
