This is ... a tad unclear. What do you mean by "the Declaration"?

The really last page

Declaration
I hereby declare that the work presented in this thesis is entirely
my own and that I did not use any other sources and references
than the listed ones. I have marked all direct or indirect statements
from other sources contained therein as quotations. Neither this
work nor significant parts of it were part of another examination
procedure. I have not published this work in whole or in part before.
The electronic copy is consistent with all submitted copies.

This is referred to as the "Affirmation". It's part of the scientific-thesis-cover package, which should be available on your system as scientific-thesis-cover.sty within your local package cache.

The Affirmation is not part of this specific repository and is just used as a package here:

  • I think, we should include the affirmation directly in the template.
  • We should rewrite the cover page by modern latex means (tikz?) and also directly include it in the thesis

This will be enabled by the LaTeX template generator, which gets has some traction these days.
