Add brokenfps Camera model

I have a webcam like this: (130 deg model)

lsusb list it as:
ID 1bcf:0b09 Sunplus Innovation Technology Inc.

It might show picture intermittently only for a short while after boot.
Adding this to /boot/octopi.txt fixed the issue:
additional_brokenfps_usb_devices=("1bcf:0b09")
