window manager does not hide opened windows on disable

1. enable window manager
2. open a window with the manager
3. disable window manager
4. window is still opened and you have to close it manually

I believe it used to be the case that disabling window manager hid the whole overlay until it is enabled again -- at which point it displays all the windows again.
