@luccasmmg in spirit of KISS and minimalism I would not even create the repo. I would just make sure there is instructions somewhere clear on openspending.org for how to get in touch or file an issue - i'd suggest posting on portaljs issue tracker for now and joining portaljs discord or datahub discord. The old OpenSpending project had its own app just for publishing data https://github.com/openspending/os-packager we currently need to have a way for people that don't have write access to the os-data repo to be able to suggest data, PRs are not possible since you can't make a PR suggesting the creation of a repo inside an organization.
My(And Demenech) suggestion is to just have an repo that will store suggestions in form of issues, we would have something like this template
Name of repo: "string"
Link to datapackage: "url"
README: everything below gets converted into the README
