What

When the meows controller restarts, slack notifications may be missed or duplicated.
Also, if a slack notification fails temporarily, it will not be resent. #89 (comment)

How

Record the result of the slack notification as an annotation.

Checklist

  • Finish implementation of the issue
  • Test all functions
  • Have enough logs to trace activities
  • Notify developers of necessary actions
