Patch command missing from underlying images - unable to build with patches

I just tried switching to ckan-dev:2.11.0 and noticed that the process for applying patches during container build is broken due to the patch command not being present. It is easy to install the package, but I was unsure if the change should be made here (where patch is used) or in https://github.com/ckan/ckan-docker-base/tree/main/ckan-2.11
