what does the portal app do? Enroll says successful in the browser but failed in the app. #8316

Observed behavior

App says "please enroll...", and never finishes it.

Steps to reproduce

Go through the process, using github credentials.

Desired behavior

Should finish enrollment.

Ockam Version

don't know.
