inspecting the image shows, that the ui never got built correctly

manually building the ui locally ( make ui inside awx/ui) fixes the image, it seems like the make invocactionin the docker file (generated from tools/ansible/roles/dockerfile/templates/Dockerfile.j2) is incorrect
