Description:

As seen from https://github.com/VOLTTRON/dnp3-python/actions/runs/4358536480/attempts/1, two out of the three workflow failed, especially for Python3.8, it complains about "NEW_TAG: v0.2.3b5".

Suggestion:

Use dummy branch to test auto-version bump up and release is working.
