Decide how and when to create tags / releases of the template itself

For example, should a tag be created before each Bevy Jam? Or for each Bevy version? What is the purpose of the tags? To view the template in a "polished state" at a particular point in time? Or will users be able to check out the template at a specific tag? If so, it would probably need to be a tag on the cargo-generate branch.
