As the title says, hipcc shouldn't require the installation of amdclang. Hipcc is also installed on NVIDIA platforms, where installing amdclang is not too useful and sometimes even harmful because hipconfig will detect the system as an AMD platform: ROCm/HIP#1650.

I'd suggest changing rocm-llvm to be minimally recommended or suggested.
