Add .ruby-version to repo to indicate expected ruby version, which should match docker config. This is to make the repo a little more complete about documenting expected environment the app is built for.

This was never fixed. The Dockerfile specifies ruby 2.7, but I don't know if anyone has built the docker image with 2.7.7 (the latest 2.7 image) or anything newer, or if it works on the 2.7.7 version, so pinning down .ruby-version isn't immediately obvious. Maybe Alex knows what this should be? It's assigned to him :-).
