onebusway-gtfs-transformer depends on com.kurtraschke:wsf-api artifact that is not on Maven Central

The transformer module depends on the artifact com.kurtraschke:wsf-api that is not on Maven Central. It should either be deployed to Maven Central or the artifact and its user the WSFBlockResolutionStrategy be removed.

@kurtraschke Can you help out here?

To give you a bit of context: I'm the new maintainer of this repo and I'm trying to remove the dependency on the camsys-apps.com repo and use Maven Central exclusively. The code itself is already on Central but not all dependencies are.
