Add RemoveStopsOutsidePolygon strategy #237

Summary:

GTFS Transformer: Add a new strategy to filter stops using a WKT geometry.

Expected behavior:

This strategy applies a retain up to stops that are inside a polygon.
Need one argument named 'polygon' using WKT format and WGS84 (SSID : 4326).
