add support for video filter

Currenlty Spout2 Capture only supports effect filters:

But i also need Video Filters, so i can add a Video Delay Filter to it

Support Audio/Video Filters

Describe alternatives you've considered

I currently think there is not a perfect solution to this, i could use teleport or beam in a second obs and capture spout2 in the first obs and send it with a delay to the second obs.
