Prominently display month of data represented in /metrics

User Story

In order to better understand what data they are looking at, agency data providers wants to easily see the month of data represented on the metrics dashboards.

Acceptance Criteria

• GIVEN a data provider visits data.gov/metrics
  WHEN they view the dashboard pages
  OR download the full report
  THEN the month that the report represents should be visible by name and year (August 2024, Sept 2024, etc)
  AND be part of the downloaded file title
