I have one question: what will be better make section with list of groups visible when hover link: https://dl.dropbox.com/u/7659990/site/index.html or when click on it: https://dl.dropbox.com/u/7659990/site2/index.html (there I started doing it responsive, but I think it would be better to rewrite .css)

First.
Don't be confusing. The way you are texting points that you're 'digital' psycho type in fact. Explain your point of view as clear as you can. Just write simple and short sentences.

Second.
If I understood you right you propose to make a choice between pull-down menu trigers: onmouseover and onclick.
In my opinion it's not importaint at the moment. The main goal is to design static state of the page, not UI animation.

Finally, do not use dropbox or other abnormal file hosting services. Second page seems to be displayed incorrectly.

I do agree with Svyat.
But just in case, I'm voting for the mouseover :)

I'm want to make mouseover pull-down menu, but what about touchscreens?

I guess for touchscreens we should ignore mouseover, ofc :) and make this just an onclick behaviour. Svyat, how do you think?

Unfortunately it does not work .. no matter how pressed nothing drops ...

It's what I told. Lots of comments about nothing.
If I remember right, bootstrap has built-in mechanizm of handling mobile devices' view and events.
Let's pay attention on the main problem: making everything ok :)
P.S. Making it all responsive I ment.
