autoscaling/v2beta2 is deprecated since k8s v1.26 #278

The orion deployment-hpa.yaml file is using the autoscaling/v2beta2 API which has been deprecated since k8s v1.26 and autoscaling/v2 is available since k8s v1.23.

Other files are also using deprecated APIs and should be updated

k8s v1.26 is also end of live.
