Open/Close button in the middle bar for Info panel is barely visible when the table/map is fully expanded in Manager

Describe the bug

Test app:

Open/Close button in the middle bar for Info panel does not show up when the table (split view and table) or map (map view) is fully expanded, so there is no way to open the Info panel in this state. if I hover over at the bottom left, I can see the tooltip of the button.

Expected Behavior

The button should be visible for all the layouts when table or map is expanded

Reproduction Steps & Sample

1. Launch the test app
2. Click on the Close button
3. Observe that tip of the button is visible at the bottom left
