HEMTT should catch mismatched PBOPREFIX and addon PBO names

Ran into an issue where because my $PBOPREFIX$ contained a different addon name than the actual directory, Arma wasn't able to find my PBO's files properly because the prefix header on the PBO was wrong.

Seems an easy one to check, just validate the addon folder name against the $PBOPREFIX$ based on the root level prefix & other such config.
